2025 Packers roster ranking, 81-71: Fliers and practice-squad hopefuls

With the Green Bay Packers on break until training camp and the personnel essentially frozen for the foreseeable future, The Leap will use this time to reveal its annual 90-man roster rankings.

Our methodology: We ordered the players based on ability relative to their respective positions rather than the value of those positions. Put another way, this exercise prioritizes the "best" players, not necessarily the ones who offer the most "value." That means the starting quarterback doesn't have to top the list because of the position he plays.

Each edition of the 90-man roster ranking will include a batch of roughly 10 players. Due to voting ties, some batches will feature slightly more or less.

This group of players may only be slightly more recognizable than the last, but that’s part of why we do this: Fans want a long shot to get excited about in training camp and the preseason. This group of guys features undrafted free agents and end-of-roster players hoping to pop enough to make a practice squad, whether it’s in Green Bay or elsewhere.

T-80. Amar Johnson

Position: running back
How acquired: undrafted free agent (2025)

A running back wearing No. 46 on a roster with four entrenched players already tells us everything we need to know about the odds of Amar Johnson making the 2025 Packers. On the other hand, Johnson was highly productive at South Dakota State with almost 3,200 yards in 59 games for the Jackrabbits, and brings intriguing physical tools with his 8.80 Relative Athletic Score.

MarShawn Lloyd’s injury last year opened the door for Chris Brooks as RB4, who shined in a backup role for head coach Matt LaFleur and this offense. Johnson has to enter training camp feeling like he’s an injury away from the fringes of the 53-man roster with a good shot to make the practice squad.

The bad news for him: there are quality back-of-roster running backs all over the league, and the Packers may prefer to have some insurance with more experience as they chase a Super Bowl title.

T-80. Sam Brown Jr.

Position: wide receiver
How acquired: undrafted free agent (2025)

Here’s my entrant into the, “The fans fall in love with this toolsy receiver in training camp, then wonder how the Packers can keep him (before they put him on the practice squad like every year)” entrant.

The committee is still working on the efficiency of that award name.

When Brown and Matthew Golden were each at Houston, the UDFA out-targeted the Packers’ future first-round pick. His estimable physical ability (an eye-popping 9.87 Relative Athletic Score) never quite matched his production on the field, though. Brown topped 50 receptions once in his collegiate career despite three stops.

Still, a 6-foot-2, 200-pound receiver with his movement skills are rare. If the Packers can get him locked in, they have a project worth pursuing.
